Lethal, outdated policies that kill cats are outlawed everywhere. Animal shelters and government officials must understand that the public overwhelmingly supports humane, evidence-based programs that benefit cats and communities.

Every community has strong policies and programs that save cats’ lives. With our help, cats can thrive no matter where they call home—even if that home is outdoors. Trap-Neuter-Return (TNR) and high-quality, high-volume spay and neuter are principal programs.

Cats are recognized as safe members of our communities. Cats have lived alongside us for thousands of years and have a place in the natural environment. Misinformation that threatens their lives must become a relic of the past.

Cruelty to cats is treated as the greater societal threat it truly is. Whether at the hands of individuals or institutions, animal cruelty must be reported, thoroughly investigated, and penalized to the fullest extent of the law.

Cruel practices against cats are banned worldwide. Cats’ lives have inherent value, and they suffer and feel pain. Harmful acts against them, from declawing to animal testing, must be recognized and outlawed.

Access to lifesaving resources for cats is available everywhere. Every community should have low or no-cost spay and neuter, Trap-Neuter-Return (TNR) and lifesaving veterinary care, no-cost cat food, and more.

Cats are no longer shot and killed based on misinformation. Even now, cats are or are threatened to be slaughtered in parklands under the false guise of “protecting wildlife,” including in California and Australia.

Decision makers no longer openly endorse cruelty to cats. Even to this day, some officials continue to express support for shooting and killing cats like their lives mean nothing.

Kittens are no longer killed before their lives can even begin. Without the right education and programs, kittens are taken needlessly from their mothers and killed in shelters that lack the resources or programs to care for them.
